Background
The VAT rate of 14% applied to certain goods and services will be reduced to 13.5%. The change is scheduled to take effect on January 1, 2026.
The change will come into force on January 1, 2026 at 00:00. There will be no transition period.
The delivery date determines which VAT rate applies
VAT on the sale of goods is generally allocated to the tax period during which the goods are delivered, i.e., handed over to the buyer.
If the goods are delivered to the buyer by December 31, 2025, the applicable VAT rate is 14%, even if the buyer pays for the goods later in January.
VAT Rate Change for Mando Cash Registers
If the VAT change becomes official, a database update will be run in Mando’s backend system on behalf of Mando Oy between 23:00 and 24:00 on December 31, 2025. After this, cash registers should first perform the end-of-day process and then load the new parameters. This parameter update will apply the 13.5% VAT rate to products previously under the 14% VAT rate.
After loading the parameters, open a new business day dated January 1, 2026 and verify that the VAT rates have changed to 13.5%.
NOTE! WE RECOMMEND AVOIDING PARAMETER LOADING DURING THE DATABASE UPDATE BETWEEN 23:00 AND 24:00 ON DECEMBER 31, 2025.
The old 14% VAT rate will remain in the Mando backend for reporting purposes, and a new VAT rate of 13.5% will be created.
Mando Oy does not make any changes to product prices; customers may adjust prices themselves if they wish.
VAT Rate Change for Casio Cash Registers
Casio’s manufacturing and support has ended worldwide. However, Mando Oy will provide update instructions for supported Casio models on its website: www.mando.fi. In addition, support is available via our paid support phone line (0600-12356, call rates: €2.23/min (VAT 25.5%) + local network/mobile charge). Support is available on weekdays from 9:00 to 16:00.
For Casio registers, the principle is that no new VAT rate is created; instead, the existing 14% VAT rate is modified to 13.5%. Changes cannot be made in advance; they must be done after the new VAT rate takes effect.
First, perform all necessary Z-reports (daily, monthly, and yearly resets), then make the changes on the register. Changes are made at the customer’s own risk.

We recommend that all Casio customers consider replacing their cash register systems, as spare parts and support will eventually end for all models. For older Casio series, replacement is already highly advisable.
